Penney was born December 27, 1946 in Thomasville, NC a daughter of the late Delk Fremont Mendenhall, Sr. and Sara Ann Maley Mendenhall. She had made this area her home most of her life. Penney was owner/operator of Westchester Art Gallery and when health permitted she attended Memorial United Methodist Church. She was a long time member of Gamma Xi Sorority.
